​The founding Partners include people who have held senior regulator roles at the Central Bank of Ireland and elsewhere and who work where similar senior management regimes operate.  

Regulatory Technology (RegTech)

Apportionment and delegation of responsibility are vital elements of every regulated business.  Without the use of regulatory technology, many firms will struggle.

Experience has shown from jurisdictions which have adopted senior executive accountability regimes, such as Australia (BEAR), the UK (SMR&C) and New York (Transaction Monitoring rule) that firms must put in place processes to demonstrate evidence to regulators that they can effectively comply with requirements.

Some examples include being able to:

• identify each person covered by the requirements.
• having in place internal and external employee certification and non-employee certification, including for NEDs
• recording and allocating IA/SEAR and prescribed responsibilities to relevant individuals.
• managing the fit and proper assessments for all controlled functions and Pre-Approved Controlled Functions and certification of same.
• documenting clear reporting lines within the regulated firm.​

Professional Services

Law firms, large and boutique consulting firms including outsourced Internal Audit, Finance and Human Resources functions can apply to Partner with S.E.A.R. Hub

Experience has shown that a lack of understanding within an organisation starting at the board and working its way throughout the whole of the institution and wider group can cause devastating regulatory and reputational damage to both institutions and individuals. 

​Competent advice will be required and covered institutions will be expected, for example, to have properly and effectively carried out extensive referencing and due diligence before appointing new directors and other individuals performing senior roles.

Partners may conduct mock- Central Bank of Ireland (CBI) interviews of prospective directors and other individuals proposing to perform covered roles. 

Training / Seminars / Conferences

Training provided to:

• Boards of Directors, such as Executive and Non-Executive Directors (e.g. PCFs 1, 2 (soon 2A& 2B) and 3).

• Executive Teams, including for example, the CEO, COO, Head of Finance, CRO, Head of Compliance (HoC), HoC with AML/CFT Responsibility, Chief Information Officer,  heads of other functions whether a PCF role or not, such as Head of Human Resources and others (PCF 8, 42, 11, 14, 12, 15 (and soon 52) & 49 etc).  For a full list of CBI PCF roles, click here.
• Service providers supporting their clients meet their Individual Accountability and SEAR requirements.

Training covers not only the legislative framework and the current fitness and probity regime, but extends to training on assessing suitability for a covered role and preparing directors and other individuals ​for interview by the CBI.
